Why do primals keep letting their tribes Summon them knowing there so many of us waiting to beat them up and send them back? Do they make best on who can survive the longest?



Because even if those 7000 players on each server were all actual real players and none were RMT, then yeah that be kind of impressive, but it still wouldn't quite be enough to tackle the full force of Garlemald. We aren't all together in this, as the story is written there are not thousands of Warriors of Light, there are more than one though, yet even still we are treated in the story almost as if we are the only Warrior of Light (yet it has been said all those Adventurers who fought in Cartenaeu were Warriors of Light). We, as far as the main story seems to imply, even though stated otherwise, seem to be the only real Warrior of Light/Hero. So MSQ-wise, each and ever one of us (meaning just one of us) is the Warrior of Light. In fact the only time we are considered to be useful more than just our own characters seems to be when we are told to gather other adventurers to fight together (like the Steps of Faith), but otherwise MSQ it seems it's just each and everyone of us individually take part in the story.
So basically 1 of us + a few more adventurers are not going to single handedly take down the Garlean Empire. We need more assistance. Helping Ishgard resolve their problems (in Heavensward) will likely aid us in gaining a powerful ally to defeat Garlemald.
(Though I suspect that day will not come with the completion of Heavensward content, and perhaps will take the next expansion afterwards before we see Eorzea fully fight back against Garlemald)
