Nope he is dead.
Hint: FCoB T12
Well... that last part of the video is from Final Coils of Bahamut turn 12 after you defeat it.Is Louisoix alive....

SPOILERS::
Louisouix is actually alive in a manner sort of. You see signs of him in the Binding Coils of Bahamut in the very first turn, you actually talk with him after defeating Turn 9 in Second coils, and he is the main boss "Phoenix" in Turn 12, as he has been turned into that primal and is currently tempered by Bahamut himself. That last part shows what happened to him, and how he became Phoenix and was able to stop the full brunt of Bahamut's attack.

He technically was alive,
but he was tempered by Bahamut as he was fighting him. The whole spiel is explained in t12 but in short, you end up killing him to free him. Bittersweet moment that in the end Louisoix dies by your hand out of necessity to prevent his existence as a primal.
See and this is why I think this was a bad idea to release that part of the video when players haven't beaten FCoB Turn 12 yet. I knew some people were gonna watch it and go HUH?! I don't remember that! What is going on?. That cutscene is for beating turn 12 of the final coil of bahamut. You have to know the story up to that point and after the fight everything is explained to you. That was to me a major reward for beating final coil. Was extremely rewarding unlocking that cutscene and getting the story of what happened.
Made me tear up again watching that. ;_;Well... that last part of the video is from Final Coils of Bahamut turn 12 after you defeat it.

I LIKE the fence. I get 2 groups to laugh at then.
So if you really want to know, it would be important to watch the cutscene after beating turn 12, but for his ultimate fate, they discuss it after beating turn 13:
Spoiler (As best I understood it):
After bahamut is defeated, Louisoix is free but, as he is a primal now, he can be summoned by those who would worship him and will his return. Being the stand up guy he is, saving the world, who wouldn't think he is badass and try to summon him? So the twins decide to keep it all secret that he still exists/is a primal and thereby can return should he be needed. They believed that Louisoix deserved to rest and it would only corrupt him and his legacy to bring him back as the force of nature he sought to defend the world from. Without someone revealing that Louisoix is a primal, no one would seek to bring his return... IE, that's why you see people running around with "The final witness" title, as they witnessed the fate of such things in Coil and should be keeping them secret. Somehow, since he is "the phoenix" after all... I doubt he will ever stay "dead".
