Then why is there a Summoning Bell in the Wolve's Den? I've seen people afk, idle-hang, and queue for duties there too, but have never heard anyone suggest it was overcrowded, and that's a much smaller area than GS.

Ask yourself: What do people DO in Wolves Den? It's half the size, and appeals to a very small set of the population.
GS appeals to a large segment of the population, what with having minigames for all levels as well as choco racing and GATEs.
And Mor Dhona appeals to an equally large segment, what with being the source for most of the endgame equipment as well as quests.
Wolves Den? Just PVP, PVP gear, and training dummies.

because the general population doesn't care about PvP. every Lv 50 has to go to Mor Dhona to spend tomes and do missions.
