You're pretty much spot on... it's very much a NA/EU problem. I have a friend from High School that is Japanese and I made a character on Titan in order to play with her... I have gotten ZERO tells from RMT the entire time I've played on that server, and we're about 80% of the way through the original 2.0 story so it isn't like I haven't spent any amount of time on that character.I 'm not aware about this until one of my JP friends told me about it. Because it's unusual, super rare that getting tells or friend request from RMT in Masamune.
I haven't seen an RMT shout like in a year?
However, I not worry though. They will be gone and won't stay there for very long. Because I seriously doubt they can make money from the players in Masamune, at least not that much compare to NA/EU server. XD
Few days ago, I went to NA/EU servers pay my friends a visit. The RMT situation at there are far more worst, horrible. You should go see for yourself.
Honestly, I don't know how those NA/EU players able to endure it.
However on Hyperion..... yeah... there have been times where I've logged in and gotten a RMT tell before my screen even loaded.
Really would be nice if they would GTFO.

Now, before I say this, please keep in mind I am still in favor of tools being given to combat RMTers such as right click report and the like, but with that said...
The presence of RMT is entirely the fault of the people who buy from them. Just as it is SE's responsibility to mitigate them, it is OUR responsibility to not go to their websites, as well as spread education about the problem. The buyers are just as much at fault as the sellers.
The difference may be caused by fewer people buying gil on JP servers or it may be caused by a difference in how to market to those servers or a difference in enforcement on those servers or (most likely) a mix of all three. The gil sellers are definitely, absolutely operating on JP servers (google says so), but the market is probably weaker, the enforcement more aggressive, and the method used to reach your customer base is different.See, RMTers are annoying scum of the earth, but they're still businessscum. I learned a long time ago from FFXI that JP players don't use public channels even half as much as NA players, and as you said it appears on google.
There's also something else a little...unique...about Japanese players. Namely, credit cards aren't nearly as common as they are in the NA, and poaching one isn't nearly as valuable as poaching an American one, as they often have restrictions that sometimes just plain defy logic.
Japan is a country the size of california with at least one bank in each and every prefecture, many of which don't work with one another and barely ANY work outside the country. Since most Japanese stores don't take credit cards at all, a japanese card holder will notice very quickly if they have an unusual charge.
Since NA/EU players are willing to pay to get ahead, are far more talkative, much more loose with their digital information, and "removed" from the game's developers by the language barrier, it creates the perfect cesspool environment for scammers and spammers.
The RMT have been using EXTREMELY obvious names on my server lately. This is just simply out of control. Really, if SE needs more people to ban RMT...they can hire me. I'll work with no pay if it means cleaning the game of the filthy RMT. This situation is really starting to piss me off.
I just go busy when i log. I will unbusy for party invites. I'm not happy about it but at least it provides relief from these losers. Blame the real losers who actually buy gil from them. SE really needs to do something about it but I'm not holding my breath.
I'm curious what Blizzard did to curtail this noise in WoW.
If they increase the time between /tells, the botters will just use more accounts.
If they increase the level requirement, the botters will just get themselves to level 10 or whatever.
Add a limit to the number of special characters in a /tell? They'll just switch to flat out misspelling and using numbers.
I just want to know, how onerous does SE have to make it before the Gil sellers do what they do with some other MMOs and just market on websites?

Personally, I think this is a terrible idea in many ways, and especially as it would make it possible for gil sellers farming 'bots to be completely self sustaining, reducing the potential cost to RMT of obtaining gil in the first place.
