i think the reason why some people don't kick is because they already invested alot of time waiting in the DF for the queue to pop.

And more or then not, the people wanting to be kicked are Tanks/Healers (who typically fake dc) after only wiping once. Once a person is kicked that allows of others to leave without penalty and with so little people left there's really no point to stay
