I think the reason for it is that a mage doesn't/cannot equip all the spells they have since we are limited to Action Points. Since we cannot switch abilities while in combat, this would be very impractical if a mage decided to only equip ice spells and end up fighting an ice elemental.
That being said, once they do away with AP, they could adjust monsters and have elementals absorb or fully resist their element.
