The have ilvl capped many fights and it seems like it doesn't take that much effort to set up so I don't see why they wouldn't want to cap this because the design needs it the most.

To put it very bluntly the over geared ilvl raise has made something that used to be very fun a completely pointless encounter. There's seriously more skill required in 90% of the fates compared to the current way Garuda has been reduced to a quickie punching bag.
