I was wondering the other day if the music the woman sings in Syrcus Tower had any lyrical meaning? It could just be random sounds she makes. But as far I know, you guys and girls at SE rarely do that.

I'm pretty sure it's just vocalizing. It's also a synthesized voice. :P

Kedrah is right - there is actually no real singing, but just a feminine vocal sound effect. Also it should be noted the track is merely an synthesized arrangement in orchestral style of Nobuo Uematsu's Crystal Tower from FFIII. There is no lore connection to it at all really.
