Unable to activate Eternal Bond through Mogstation

I don't know if I'm doing something wrong or what, but I looked up on how to activate the quest since it won't actually spawn on the map. I'm supposed to go through Mog Station and activate the quest through that by hitting Apply Now.. ..I think, and all it does it redirect me to optional services, giving me no indication on if it's activated in game or not. This is the first time I've done it, so please, give me some tips on what I should do or if I'm doing anything wrong. Thank you.

Just to confirm, do both you and your partner have a promise wristlet equipped and are in a party together? If that's the case it should be as simple as both going to Claribel (Sanctum of the Twelve, East Shroud - X17,Y18) and talking to her (again while still in a party together).

There's also a requirement that both people have completed "The Scions of the Seventh Dawn" main story quest (level 17 quest so not that far into the main story) and are level 50.
