Hell, even before the lockout removal, FCOB was being pugged. At least on hyperion, there were several party finders every day of groups or statics looking for fill-ins, or static-less people looking for their "weekly clear."

As far as I could tell, it was all rather successful cause I personally knew a handful of people that would pug FCOB on alts and stuff back then.
