Suggestion to stop spammers

Me and a few members of my FC have come up with 3 theories that might help with the /tell spammers trying to sell gil.

1) Add a level 1 quest in the starting areas that introduces social commands and the ability to /tell or send friend requests.. etc

2) Make level 2 (or 5) a requirement to send out friend requests or /tell.

3) Add a chat filter allowing options like "Only accept /tells from members on friends list" and such.

I understand it is easy to add them to a black list, but after my first 2 months of playing this game, I already had 200/200 people on my black list. Although I am not familiar with programming and unsure about how difficult or not it would be to add something to the game like this but I feel it would be generally a very positive thing in getting rid of this constant annoyance.
