    The Story Roulette plus the new player bonus is over 200 tomes for all of 15 minutes of work (assuming most of your party is moderately geared). You can't get any more efficient than that. If you artificially inflate the amount of time the story dungeons take to clear and/or lower the reward veterans will stop doing the daily roulette and the queue times for new players will skyrocket.

    Well, "Roulette" does not means you always get the fastest duty avail. You also may get clueless players and on the worse, abort duty because party not able to pass some check. That's far from efficient. Then you also have to add the wait times on queue. It may work for tanks and (a little less for) healers, but dps are out the game: 15 min of work + 20 min of wait = goodbye efficiency.
