usually when they're announcing numbers, that's in reference to the arena being treated as a clock.
During one sequence, she spawns a series of circles that have safespots between them, then spawns another set on top of where the safespots were before.
The numbers refer to which areas people will go to during that time, and which are safe.
A lot of NA servers use the letter waymarks for the same purpose.

like kyuven said, they are spot at 3 6 9 o'clock refer to your minimap (North is 12 and reserved for both tanks)
Before fight start, each member will call out the spot they want to take,
ex.
3時 外(soto) =3 o'clock outer
9時 内(uchi) =9 o'clock inner
you can also tell them your spot using auto-translation like this, 3 {outside}, 9 {inside}
and usually they will mark A at north so tank will know where to pull shiva before she change to bow stance and B, C will be place for 3 and 9 o'clock
