Austin gets its fair share of fog from fall to spring, and I have never seen it spread light quite like that.
I'm going to look for some comparison screenshots because this has been an issue that has annoyed me sense release. Just looks ugly.Nope. Just cloudy.
Taken at max settings. Highly sensitive information has been hidden.
Now here it is with the glare off. Still cloudy.
HOWEVER. It looks a lot more like the OP's Ishgard when the sky is clear. Though the glare still looks like a greasy outline overlay.
And OP's pic for comparison.
His pic was likely taken with the glow off/reduced at early morning with clearer skies.

Also one more, just because I thought the silhouette looked nice.
So yes, OP, turn off the glare. It's ugly, adds nothing to the experience, and jitters like globs of jello when moving.

I agree it's hideous, but it can be turned off at least. You may have taken that picture in a time where your graphics settings where different.
Just go to System>System Configuration>Graphics Settings. Scroll down to Effects and select Glare>Off.
Looks SO much better.
It's a shame really. Bloom, glow, and brightness effects where so much nicer in 1.0 and it's one of the things I miss most. Next to the detail and old Coerthas.
