It's in the order that you earned them. Dunno why that's the order they chose, but it is, as far as I can tell.
They might be based on their position in the achievement window, or based on the order they were added to the game.
I always thought each were sorted based on the category
Ex:
Jobs
Relic(s)
PvP
Mandervile
MSQs
Moogle Delivery
I think they all must have a hidden ID tag (just a number) and they're sorted based on that. The actual order might arise form when they settled on the name (since it doesn't seem to be category, implementation, alphabetical, etc.) and entered it into the database. I've noticed the same thing with the minion guide window. Minions are sorted in a predetermined order that is not based on when they were released (notice Midgardsormr on the front page). Of course in the case of Midgardsormr, that minion may have been created or at least assigned a tag ages ago when they first knew that they would add him.
It maybe sorted by achievement category.
It's based on the order the title was added the game accorcing to my research. You can check the story related titles and they are correctly chronologically and all the initial titles are in the beginning of the list. My lowest ones are also the newest; bearer of the torch and half-boiled heroine.
