Kind of a bad example since he specifically went out of his way to use things not considered weapons to defeat his opponents, such as a boat oar, because he was kind of an arrogant (but awesome) prick.
Yes, they can be used as weapons, and so can a 5 pound dumbbell. Ever hit someone with those? They hurt! and they fit the hand quite well so they're actually comfortable to use.
A closer approximation between nunchaku and another faux weapon would be the shinai: Yes you can hit someone hard enough with a shinai to do do some damage, but that's not the intended purpose of the weapon. The bokken basically serves the same purpose, but even THAT is a better weapon than a nunchaku.
Escrima sticks and billy clubs are better weapons than nunchaku, and they're basically just nunchaku without the string attached.
Nunchaku are like whips as well: intimidating, but not extremely useful in combat. Nunchaku are for training, whereas whips are usually for punishment and/or torture. They're not meant to be used in real combat.
Sickles and scythes are similar. Despite their bombastic appearance in media as such, they're equally bad in real combat...but they're iconic so they kinda get a pass.
