I normally use a Playstation-like control pad.
If I use an heal spell when I target (and lock) a monster, it appears a subtarget ( ) finder, I can select a party member with left and right and click X for ok.

I have tried with keyboard now, and you can select directly a party member clicking on it or his name, or you can use F1-F7 for a faster target.
The point is, before healing mage could do this: Target and lock onto enemy, fight enemy, see teammate in need of healing, cast cure, click name in side party list and would instantly cast. Done, and easy for mage to multitask fighting and curing.

After target patch healing mage has to: Target and lock onto enemy, fight enemy, see teammate in need of healing:
Two options: A.) Disengage enemy, cast cure, click name in side party list and then hit enter to cast.
or
B.) Stay engaged, cast cure, TAB through party members (wasting precious time), hit enter to cast.

Both have added time need to heal which as Sylvari has stated, time = death
