They needed a strong enough reason to make the Warrior of Light go to Ishgard.
Saying, oh we got some primals over here.. wanna come kill em again sir? Would be junk. Someone had to die. It had to be a big enough scene to force the hero to move to Ishgard. So sorry, I cannot see them saying it was all a fake.. if they did, they'd need to come up with an amazing reason to why she's not dead.


All witnesses were silenced, and the public believes the Sultana has simply fallen ill. This suggests they either intend to force the Sultana to do their bidding like a good puppet (requiring her to live through the poisoning but perhaps be frail/incapable of resisting) or they may intend to replace her with a look alike. (which would not require her to survive, and is highly likely). Either could be used to move the player to action, and Raubahn to lead civil war for ul'dah's reclamation, ushering in a new age for the jewel of the desert in the image of Nanamo's dream.
She is likely very much dead. But we're dealing with a world in which death is just an inconvenience to be overcome, and a little hope never hurt anyone.
Another common trope in Final Fantasy is the need for Royal Blood to activate some form of super weapon, this would need her to still be around so that the monetarists could become supreme rulers and remain unchallenged by their enemies.
On that note, does it kind of irk anyone else the way the story ends, what with Heavensward three months away? If we were going right to Ishgard, the necessity to move would seem more urgent and real. As it stands right now, we're able to move freely through Ul'Dah and Revenant's Toll even with the stigma of regicidal assassin over our heads. I just wish there was something that added gravity to the situation. It doesn't really feel like there were any consequences with us pawing outside the Gates of Judgement until Heavensward with Midgardsormr flapping beside us going, "Am I bugging you? Am I bugging you? Am I bugging you?"

I'm just chilling out in my FC house located in Goblet right now. No on cares lol. Yes it's been bothering me too A LOT. there's also the fact that the lady in waiting was a servant of lolorito. I remember the lore forums mentioning a dagger in his possession that could possible bring back the dead. If not that a poison that feigns death to give lolorito time to brainwash the sultana. ..
Okay then. that's what I'll do. I'll tell you a story. Can you hear them? All these people who lived in terror of you and your judgement. All these people who's ancestors devoted themselves to you, sacrificed themselves to you. Can you hear them singing?

I wholly believe she died, but I just think it's interesting, the ONLY two confirmations we have of it was the Adeleji, who simply glanced at her and went "yep, bros, she's dead" and Ilberd who said "I killed her", neither of them are exactly credible characters known for being truthful. We don't have a body. As for the scions dying, I have a feeling some, if not all survived, there's an npc in Ul'dah that remarks on "several arrests" the only one we actually saw was Raubahn in a cell, one man wouldn't have counted as "Several", and then there's the Sultansworn saying she's violently ill, the only decently credible npc in the game that remarks to her standing, says ill, not dead.
