Gold Saucer Gold Card Pack error?

Purchased several gold packs in sets over the past couple of weeks.
All sets were opened immediately after purchase, as quickly as the cooldown would allow.

Set one was five gold packs. Received Momodi, momodi, momodi, Baderon, Momodi.

Set two was four gold packs. Momodi, momodi, momodi, Mother Miounne.

Set three was six gold packs. Momodi, gerolt, gerolt, gerolt, gerolt, gerolt.

Is this distribution working as intended? This seems in error.

The chances of getting certain cards are not equal. Higher-rarity cards are a lot less common than lower-rarity ones.
