Mouse Issues When Moving or Casting Spells

Are you saying that you've tried typing and using the mouse simultaneously, or are you missing that using wasd for movement (and whatever other keys for spells) might trick your system into thinking that you're typing (rather than trying to move around in a game)?

It seems that's the case. I haven't noticed it with typing, but I tested it out and I'm not able to click anything while typing and for about a second afterwards. I misunderstood the original post, sorry. I'll see if I can disable it but I haven't been able to find touchpad settings yet.

EDIT: I've solved the issue completely. For those experiencing this error in Windows 8.1, mouse over to the top right corner of the screen, click on Settings, click on Change PC Settings, then click on PC and Devices, then click on Mouse and Touchpad. Under the Touchpad section, there should be an option to turn off the delay after typing to make clicks work.

I'm not very fond of the "second Control Panel" Windows 8 and 8.1 has, I always forget to check it.
