1st. Improve in enmity of flash is general, works also when cross-skilled
2nd. Blind effect is very limited, most bosses are immune. And with Blind effect is like with stun - first use will blind for 12s, second - 6s, third - 3s, later use of Flash not blind. So, this can help to evade big hit, but not many times.
Main difference is with mana pool, PLD has MP for 6-7 Flashes and Riot Blade for mana restore. This allows play Flash without limit and still have full TP for other actions. WAR, compared to PLD, has limited resources: MP pool for 3 Flashes, OP plays from TP like other skills (more OP, less for combos). This causes different play style - burst aggro at beginning (with help of Zerk/Unchained), also requires knowledge of fight phases and planning. WAR without TP/MP cant tank new mobs. PLD without TP/MP can rotate Riot Blade combo + Flash and still hold/build aggro. So, Flash for WAR is mainly for TP conservation, not for eliminate Overpower from building aggro. This is most important in long fights.
