Yup. same here. request timed out. this is incredibly frustrating. I called charter and they said any issues were resolved. LOL no, try again, guys. I am at a loss for what to do. I can connect just fine if i turn on the hotspot on my phone. Way to go charter.
Did some poking around, and some specific blocks consistently are not responding on the other side of specific entry points. Basically, there may be an issue with some specific devices in Ormuco's sphere of influence. Gathered the numbers and submitted a formal ticket to SE since that is there ISP and some of you guys are reporting that your ISP's are unresponsive about addressing it on their end with their routing partners, but not sure how much traction it will get.
Specifically to note is that IP's right around what has previously been listed for use to a handful of worlds are just flat out not responding along some vectors. Hyperion, Exodus, Moogle, Ragnarok, Gilgamesh, Zalera, possibly more. Little blocks of addresses have just gone AWOL from some paths and one big block is right there between .51 and .65, which contains IP's that have been posted by many to be their world service addresses.
Keeping the fingers crossed that it points someone in the right direction for you guys still having issues. As a short term work-around, some of you may be able to skirt around it by using a VPN service. Many offer a free trial period or a free-use policy that may be sufficient for the less active players, but for the more dedicated user it will likely mean paying for more than the free options provide. It may prove a valuable tool for diagnostic though if any of you have managed to get your ISP involved--it can demonstrate that by coming in from a specific region things behave better, which may give them leads on action they may be able to take to fix things.
So, after a long and very frustrating phone call with charter in which they refuse to let me talk to anyone in tier/level 3 support and swear up and down that I am the moron and the issue is somewhere within my house I got a little bit of information. About an hour after we hung up I got a call back from a supervisor stating that there is for sure an issue with the the routing system somewhere in St. Louis. It is affecting other services as well, like SlingTV, which I can confirm is also NOT working. They however, have no idea when the issue will be resolved. I gave them all the information that I was able to dig up as far as IP's we are having trouble with. Hopefully it is a step in the right direction.
The upside is, the VPN option does work for now, though I'm not sure what the ping on it is quite yet since I have been on the phone with charter and haven't had a chance to play much on it.
To that end...VPN/Proxy users may need to try different regions to find what is best for you. Here is a handful of exit points I ran some tests through that consistently connected to all three data centers (though, I still had issues with some getting into other established IP's). Some are obvious ones to try, because they are so close to the servers, but sometimes you find you fair better if you aren't right there in the Montreal area, so if you connect there but it runs like crap you may want to move outward a bit to see if it is any better:

Vancouver
I was able to login in this morning without a VPN, ping is a little on the high side for me but it is far from unplayable.
hmmm... still having trouble getting to a handful of IP's that had previously been used for some of the older servers and such. (.57, .60, etc.). Beginning to wonder if their infrastructure changes shifted some worlds to different IP's and their script failed to update everyone's profiles to the new IP's.

Yep.... Just noticed my IP for Midgard has changed...wonder if anyone else has noticed their client is connecting to a different IP now? I'd been tracing/pinging the old .30 IP to confirm connectivity was still good before logging in.... but I just polled resmon and I am back to using .31 again. Haven't been on that IP since around 2.2 or so. Looks like SE is shuffling us around to different hardware again.
