Well, either you're complimenting SE on what they said in their report, or you're implying that they are liars, which is it?
Well, given that China has their own servers now, perhaps the other data centers could impose blanket IP bans - since many people push the idea that RMT are primarily based in China (not sure this is really the case of course...). On the other hand, such blanket bans would undoubtedly affect some legitimate customers and generate complaints. In a sense, SE is damned if they do and damned if they don't with regard to most measures they can take against accounts.
I still think that a report spam option linked to automatically blacklisting any account reported, as well as making blacklists account wide would help a lot. Like a lot of people here (including the ones who think I am an apologist for SE) I don't think the punishment for gil buyers is severe enough, and as long as people buy gil there is a market for the RMT to exploit. How you stop people buying gil is a question no one seems to have an answer for - beyond banning the account(s) of offenders.
