    Im pretty sure that the theft of the Eye was kept under wraps, so its is quite likely not well known. The other factor is why he took the Eye. His intentions were, sort of, noble.

    What I find more interesting was his connection he has now to Nidhogg. That is an interesting development in light of the events that play out in the DRG story.

    The Dragoons ARE there as defenders (seeing as about 1/3 of their army are dragoons.) so there is no doubt here. And as far as WHY he's here and not in gaol... Through the DRG story the overarching theme in Nidhogg's waking and we need to stop him. Seeing as Nidhogg is the one (I'm 99% sure, because Haldrath/Thordin BS) calling for the war, having his eye (which only the Azure Dragoon can use) is an invaluable tool.

    So though he's a criminal he's also the only one capable of using the Eye.

    Its curious that Nidhogg really wants his eye back. Obviously it is his eye but it sounds like its more than just that.

    The DRG quest made me think that Thordin might not have been too bad. I still don't think this is a simple one sided thing. We don't know why or truly if Nidhogg attacked the early Ishgardians. Part of me cant help but suspect we might be dealing with grudges that might tie back all the way to the Allag.

    Dragon's eyes or at least niddhog's seems to be more than just an eye, he still has power over his eye while it's been removed from his body so that might be why he wants it back, it's a piece of himself he want to have back.
