It seems SE didn't learn anything from the quest drought at from 47-50, as there are again and again not enough quests to finish a level. I'm now sitting at 58 with 1.5 million XP left until 59 but without a single quest left in the hinterlands. It was the same at the previous levels, albeit not as grave as at 58.
