Won on my second try with the same group.
Perhaps try explaining the mechanics to everyone regardless of it they claim to be new or not (a lot will claim not to be new/remain silent in fear of being chastised despite being essentially day 1). Party finder might help too.

Finally got a group that could read instructions instead of "ZERG ZERG ZERG LFHGBLJHSFGSKGFLJSGKF!L#RYT"

I know, I'm just becoming increasingly annoyed with this, is all.The iLvl requirement is, what, 90? At a time when everyone and their mother is 110+. It's like as soon as people have to actually deal with mechanics, people just fall flat. WoD is a wonderful example of this as it actually tried to raise the bar a little for 24-man raids.

Ahaha, man, look at all the MLG pro-gamer tryhards in this thread.
This is a game for casuals. I'm a casual. I enjoyed the Steps of Faith for sure, once we finally got it sorted out, but a duty that appears to have so much going on with a very strict timer, it's pretty overwhelming for those who come around just to enjoy the story.
The main thing I'd suggest changing about it is to reduce the HP of trash mobs a bit. Or, reduce the HP and damage of trash mobs a lot, but add a ton of 'em, so you can really feel like your group is mowing through an army of dragons. Therefore, cementing you as people that the Dravanians should be very worried about and lend a bit of weight to your worth in the eyes of Ishgard as a whole. "Yeah, those guys we kept telling to shove it up theirs when they wandered by our gates? They are ridiculously good at violence. Let's be their friends."
Really, a storyline duty should be far more about spectacle than strategy. For those who love a real challenge, that's why hard modes exist.

You're not stronger than the dragons. You're not supposed to be mowing through them using your weapons. You're supposed to be mowing through them using the cannons and the dragonslayer, which, incidentally, is exactly how it is balanced right now. You are a Warrior. You should already have noticed how the cannons are mowing down the adds. They literally evaporate in front of your eyes.
This trial is a spectacle. There's no doubt about it. It doesn't require more strategy than these three words: "USE THE CANNONS".
“There is nothing noble in being superior to your fellow man; true nobility is being superior to your former self.”
― Ernest Hemingway

Semantics! We win at mass-scale slaughter, and we work with the resources provided for us. Had we no cannons, we could ostensibly hop into our magitek armor again, but the rumor in the streets of Ishgard that a bunch of Garleans showed up to help might not be the impression we were going for.
I'll not deny that the spectacle was there no matter what.

It ain't hard.
