I have a P9 R300 (20 star) chocobo raised prior to the 2.55 patch (Head Start / Dash III combo). Some thoughts for those interested in what it's like at the end:
Before 2.55 the win rate on my track of choice (Sagoli) was about 80%. You would never lose unless hit by meteor (and sometimes still win if hit by 1), but the frequency of multiple meteors was so high that you would lose fairly often. The 2.55 changes have definitely helped out in that you don't see multiple meteors that often anymore. Frenzy is definitely scary now, but I actually still just hold the forward button until out of stamina and have a win rate of at least 90% comfortably on Costa del Sol.
The key is getting out ahead of the pack and dictating chests to try to avoid being hit by frenzy / gravity. Being pushed around in the pack getting spammed by waters and gravity balls is not fun. For this reason, Head Start is still incredibly useful. Dash III is also still very good because you end up in so many situations at the end of races where everyone is out of stamina. In these scenarios, Dash III is great since it gives you 3 seconds at max speed and lets you cover some extra distance as you decelerate back to lamed speed.
For anyone interested, here's a random video of me farming R-300 Costa del Sol (7 wins and 1 loss). Farming MGP it's about 7,500 to 8,000 MGP an hour going at a pretty leisurely pace. Head Start / Dash combo definitely still works at the highest level, but I'm sure there are more ability combinations that will allow you to be successful now though.
