SE, what does this mean?

Was just reading back over the patch notes again to see how close to the end of the main scenario i was and yeah i cant help but wonder what this means as well. Maybe lower ilvl ppl getting grouped with higher ilvl people in hopes to get them to end game content before the expansion? Idk.
