I've never tried that server but guess this lock of DF comes out because of too many leavers at the beginning of the roulettes. Many of my friends there complain about "rage-quit towers" (that's lota or/and ST I guess) but I never get the point... these adjustments make me sure that I'll never go join my friends there.
Communism, socialism, if any institution could not be flawed, I would choose this.
It probably has to do with the way DF groups worlds. For example Worlds A B C and D are together and Worlds E F G and H are together, after this update worlds A through H will be together increasing the likelihood of finding a player doing same said content. And since they are expecting new players for the expansion its a way to ensure faster queue times to and not discourage them from playing through the old story content and low level dungeons that older players will have no need of doing.
OP missed the important part "In preperation for the upcoming expansion" aka not something that will affect us now, but putting the system in place for taking the new jobs into the expansion to use DF.
It could be something as simple as prioritizing the steps of faith trial, considering finishing the full line of msq is required for heavensward and this new trial is part of it. Something like...
-Player A queues for odin trial
-Player B C D queues for trial roulette and gets assigned to A's group
-Player E comes and queues for step of faith
-System would immediately shift B C D to E's group first because it thinks it's more important
Though I kinda think could lead to groans and facepalms from many when they experience something akin to "i queued for low roulette 300 times and it keeps giving me tamtara!"
