    The game is not broken for you, only on me or people with bad RNG luck.

    What you are experiencing (which you have said yourself), is terrible luck. It sucks, and you may consider RNG with such a low drop rate to be poor game design, but it is working as intended.

    But if the design allow such scenario where a person with a bad luck unable to get the item progress the quest, then it is a bug.

    Also there's similar thread there, which address same instance and it is marked as Accepted Bugs, so I guess it is

    "Accepted Bug" means the report has been accepted because there was sufficient information. They are then investigted and either confirmed or deemed to be working as intended:

    "Once reports with sufficient information have been checked, they will be moved to the Accepted Bugs forum.
    Bug reports moved to Accepted Bugs will be investigated and confirmed.
    Depending on the issue, there may be cases where confirmation may take more time.

    As a result of investigating and testing, reports determined to be bugs will be moved to the Confirmed/Planning to Address forum and those determined to be a normal feature of the game will be moved to the Working as Intended forum."

    Anyway, good luck with your drop, I just wouldn't expect SE to consider this a bug, given that it is actually working as intended. I agree that it sucks and it's unfortunate, but it's just how RNG works.

    But this design.
    The design where only person with luck can progress the content, and person without luck can not progress until they got some luck (enough luck) to progress, and then there's always someone which is just outside this simply dont have thing such as luck gimped from any progress. And I think, And I think, this need fixing, that's why I'm posting this. I hope some understand what I'm trying to say, I'm not here just for trolling.

    Like atma almost make me drop my subscription, alexandrite were fine because there are other way to earn them dailies as well as allied seals, soulglazing were fine because they are metered not just for those luckies, others just need some soldiery farm. But this one (plus atma), there are no alternative way to do this, except luck. If I could, I would go to the Coil route, but I'm not a hardcore so Zodiac is my only way. I rather soulglazing^2 all over again, or even 6400 soldiery for this, at least those are metered.
