They have different URL's based on your region. Best to either hit the Support button at the bottom of the launcher, or you can click the Square-Enix logo in the upper left corner of this forum to get to their global landing page, click for your region, then scroll to the bottom of that page and click on the link for Support.

Ultimately, they make you do a search on your problem first to see if there isn't already a FAQ/KB article that addresses your issues. You can just click to continue on through and eventually you will get to complete a form to submit a formal ticket (note that it will save what you searched on and put it in the form, so be sure to search on relevant terms). Eventually, you will get presented with contact options--phone, email, or chat. Sometimes the chat option won't be offered based on the category though, and I think it is only open during weekdays.
