I've experienced the same thing on Ragnarok. People seem to be botting it, where their character constantly enters races all day, but does nothing in the race, consumes no stamina, just farms last place and doesn't finish races.

I too afk race but always do it on tranquil paths where I'm always matched with 7 NPCs (and if I'm not I just leave L1 pressed until race ends). Honestly if there's someone afking in say R160 sagolii, you can go to:
R160 Costa del Sol, R160 Tranquil Paths, R180 Sagolii, R180 Costa del Sol, R180 Tranquil Paths...
If it bothers you soooooooooo much, you have 5 other circuits, unless you are choosing "random"...which from my experience, always matches you in the circuit with real players, but if that's the case, it's your own fault.
As for this "reward" you speak of, there's really no reward. They give you what? Marginal MGP and chocobo exp? What do you even want that for xD? For a fenrir mount after afking in a million chocobo races? You can get the same amount of MGP in one day farming indolent imperial than in 1 month afking in chocobo races, complaining about how people are rewarded in afk racing is ridiculous.

Don't put both in the same sack though, botting/using illegal programs and manually afking in a chocobo race against 7 AIs are two very different things. I've never used a bot or a hack in any game I've ever played yet I can't pretend I'm having lots of fun in my 4000th race, and before you even mention it, I'm there because SE decided that getting the "P9 ultimate chocobo with perfect stars, foul preferred weather and 2 skills that aren't absolute trash" had to be harder than getting a shiny legendary pokemon with perfect IVs.
I don't think I've ever come across botters that do something as generic as that. In fact, I'd say those people aren't botting. I've gone hours doing the AFK thing in NPC-only races... kinda frustrating in higher ratings to constantly endure bad weather and NPCs that will literally fall back (or rush ahead) to stop you from getting even 7th place.
Side rant: I've had matches where NPCs in 2nd and 3rd place will fall back to 6th (me), JUST to Caltrops and silence me, before they immediately zoom off back to 2nd-4th place. Same with the reverse, where I'm in 1st or 2nd, and immediately get Caltrops by an NPC that I last saw in 7th place... before it immediately decelerates back to 7th or 8th, and remains that way for the rest of the race.
So yeah, for people that want to AFK, I say go for it. Save yourself the migraines as you exp to p9, but don't bot. The bots I've seen though, they tend to have set patterns to how they function. One botter I saw would hold out on accepting every single race for 15sec exactly. During the race, it would not accelerate until 30sec in exactly. At around the 60% point of the track, it would move to the far right "lane" and stay there every race. From certain bots I've come to have first-hand experience with in FFXI, this behavior of mimicking commands with X,Y points is very familiar to me lol.
