Why the hell would you Steel Cyclone instead of Unchained on an AoE pull? Where is the Berserk/Unchain/Internal Release/Bloodbath before the Overpower spam? Seriously. That's a potent self-heal when you chain those four together.
You learn Overpower at level 12 if I'm not mistaken, and Tomahawk is the skill you get from the level 15 class quest. Those are pretty bread and butter moves for warrior so if they aren't on your hotbar already, add them asap. Additionally, make sure you're in Defiance. If you're running as Paladin, you need to be in Shield Oath, and make sure Flash and Shield Lob are on your hotbar.
Update - I've updated the gear top to bottom, I'm currently equipped with a Lv38 axe (unless I find a Mythril Bhuj axe, which I can obtain through an Ishgard sidequest), the body gear is Lv40/41
...plus reorganised the hotbar and putting in what I need to use.

The protect/SS is something the healer should be worrying about (as thats part of their job description) - it's fine to use one or both if they're just.... not doing it - or if they don't have it yet (or not available via sync level lock). SS is kind of re-placed on people right before a boss pull, after the initial start of the dungeon. If you feel you need the additional def of SS between pulls and the healer isn't, I'd say go for it.
Weapon and armor - Weapon ESPECIALLY is vital for tanks. This is a huge factor in gaining hate/aggro/'enmity' on mobs. Think of it as pissing the mobs off by smacking them around as hard as you can... harder than everyone else. I mean, I'd be much more pissed if someone punched me with brass knuckles vs bare handed xD; (and that would make them much more dangerous than the bare handed person. I'd want to take out the most dangerous person as soon as possible, if I were being attacked). Enmity generation rate for tanks is generally added to via STR, so STR on armor helps as much as the DEF on it (IE, the higher the armor level, the better chance of better stats for both DEF and additional STR for enmity gen).
I don't really have experience on WAR, but when you pull, start with your enmity raising skills - right off the bat, using Tamahawk as a long distance enmity generator, then Overpower to catch the rest of it and increase enmity on your target(s). Same with flash - Flash is a little easier to grab surrounding mobs since it's a self-located AoE (so everything around you in a radius) vs Overpower's frontal cone radius (in which the mobs need to be in front of you to hit with). Keep an eye on the enmity bars on the party members to see if you'll need to combo your enmity skills some more. Best part about Overpower vs Flash, though, is the AoE attack damage that goes with it. Flash does not have this (the gathering also helps DPS with their own AoE attacks hit everything/as much as possible).
Use provoke only as a countermeasure to the circumstance that someone ripped a monster off you. The only thing provoke does is put you at 1 enmity point higher than the current highest enmity generating person at that moment (IE, the person who's ripping hate) but it has to be followed up immediately with something to keep that hate, or the original person will just take the monster back. It would just be a game of chaotic tug-of-war which is generally not the safest. (I'm looking at you, tanks in ST fighting over hate like a game =_=)

This person doesn't have a single 50. She mostly has 30's and this is her highest.um.. Throw ur axe... use your aoe attack a few times if you have flash use it aswell.. switch targets as needed to get aggro (look and the enemy list if its not red u lsot aggro). you should not care what the healer is doing unless ur dieing. if you have no idea how to tank at lvl 41.. i feel bad for ya.. sorry mate reroll a dps.

To be fair, by the time you get to stone vigil, you've been through 6 dungeons and 2 trials. You should be familiar with tanking by that point.
Aggro on a WAR is easy, even at low level. If you just spam overpower, you wont loose aggro. If you have low TP for a pull, even one overpower and two flashes should do fine. If you're nervous, use berserk.
While leveling WAR on my alt, I'd get lazy and spam overpower two or three times on a pack of mobs then sheathed my weapon and AFKed till they died. Never lost aggro.
Oh Vertreya, long time no see! You were in my FC a while back, shame you left tbh, we'd have gotten you through there easily.
A bonus tip I can give for Stone Vigil is; Pull the Aevis monsters and kill them first, makes the other mobs slightly easier to handle for the group; SV is a long-ish run even with people synched from lvl50 due to the gear sync.
Don't listen to people who expect you to be an expert tank when you are still learning. All of 1-50 is a tutorial and way back at release I met countless players who leveled tanks to 50 just on fates then had no clue how to play the class. It's never too late to learn it and the community could use more tanks.
Practice makes perfect! Try the tips people are giving you and in no time you will figure out how things fit together. Ask for tips from the people in your dungeon. Don't be afraid to tell them you are new and would appreciate any advice. Don't take things personal when someone gets impatient.
Don't reroll another class but definitely level other classes to get perspective on what you can be doing to optimize your runs.
Read the tooltips for all your skills! You'll get a good idea of how each skill can fit into your rotation if you know what they do.
