I looked more into it today, even if Nin can't use Hyoton and Suiton, I still think blue flashes could be from Ten. -> Fuma Shuriken.
Water Sprites probably agroed the victim which is why we see blue dust. Maybe Victim killed one. Which is why whm senses disturbance.
Controlled velocity -> sprite. IDK whm quest shows them being bitchy.
I can't explain why victim is frozen tho.
But I will always blame the ninja because they are sneaky.

I'm highly suspicious of the Marauder, and I think he did it.
I suspect the following:
Victim was attacked with controlled ferocity and extreme anger.
The Marauders are known to become frenzied.
Fine, clear, blue dust found on the body of the victim.
Probably from the weapon, an L'Cie Bardiche (see reference image).
It can be wielded by Marauders as low a level as 13.
Area near wounds found to be slightly frozen.
Again, the L'Cie Bardiche fits perfectly.
Multiple slashes by a sharp object on the back of the victim.
In a wild Berzerk fashion, the Marauder has mercilessly attacked the victim as she was trying to flee.
Ninjas often use two weapons when they do battle. So, for this reason; "slashes by a sharp object".
Body was slightly burned due to fire magic. Inflicted post-mortem.
The Ninja tried to save the victim.
Healing magic was detected nearby. Unknown target.
And so did the Conjurer.
How:
While struck with Berzerk, the Marauder has Maimed, and Heavy Swing'd the victim, and as the victim tries to flee, the Marauder has then mercilessly slashed the victim's back, repeatedly.
- Verdict:
Murderer: Ardin Sarbonny, Marauder.
Reason: Uncontrolled rage.
Motive: None.
Weapon: L'Cie Bardiche.

Ugh...Nah, it only said equipment restrictions. Meaning anyone can equip anything from armor to their undies regardless of their level. However, skills, abilities, and spells are the only ones restricted by levels. Hence the reason why I added levels next to their classes/jobs.

Now that you are hosting Community Events (like Nariko, Tyriont, and myself) you are an event judge on the Judging panels of ENTM! This is great news for me because I can cast another Judge to represent Cycle 3 and have you as the Host of Detective Eorzea judge! xD Oh Flareeeee!!! haha
Also, I am starting to suspect the ninja instead. o_o
I originally thought it was the marauder and using maim(since his description of the events didn't match any of the other witnesses), but actually looking at the animation in game, all the descriptions given point to the ninja using gust slash

The conjurer did it!
Mage was killing Water Sprites (the disturbance the CNJ sensed) (Ice magic nearby)
Ninja kills Eldwys using Gust Slash (proper slash pattern, and the FIRST blue glow that Mage saw).
Eldwys screams in pain
Marauder walking through woods and does yell at CNJ, causing her to cast Protect (second Blue glow) and hide in bushes.
Everything else about the Marauders story is just him lieing and being attention whore.
Eldwys falls to ground (according to Mage, she fell after the first 2 blue glows)
NIN then calls for helps, CNJ comes out of hiding. CNJ tries to heal victim (healing magic nearby)
Funny he knows fully well shes dead, but tried to 'warm her up' (fire magic to erase evidence of his Shiva daggers killing her)
PLD did not see the murder happen, only the people present when the NIN was calling for help.
PLD did not see MAR because he really wasn't at the actual crime scene, and is just grabbing for attention
