They have expressed that kind of attitude towards other subjects as well. While Summoner will gain new abilities on the way up to level 60 and beyond, which might raise the cool factor up a notch, at its core it isn't going to change much and people will continue to ask for more. At this point I more expect an entirely separate Evoker job that uses summons in a different way to be added to the game before we see any major overhaul to Summoner, but even the possibility of that happening is still quite a ways down the road.
Summoner's are the evolved Evoker so it would be a downgrade and redundant to add an Evoker to this game.
