does anybody have any tips on a TT deck to beat King Elmer III. he refuses to give up Bahamut for me and I'm wondering if it's the RNG or if I just need a better deck.

Most people use the starter deck and manipulate the plus rule.
RNG for getting stuff like 5-star cards is pretty bad. But if you're winning at a good ratio, then keep at it. Elmer's at least profitable if you win/draw.
If you want to try other decks, then maybe follow some suggestions in this reddit thread:

In general, the comments at this site are helpful, too:

Keep in mind that you don't actually need to flip a particular card to have a chance of winning it from an NPC. It's random what they give you, if anything, even if the card wasn't in their hand during the match.
Are you having trouble beating him or just having bad luck with the drop? You can easily get a 70-80% win rate against him with the right deck and strategy, as he's one of the more "predictable" NPCs, but nothing is gonna make the drop rate on Bahamut suck any less. I got him within like 2 hours and other cards that were a far better drop rate took me days/weeks. RNGesus giveth and taketh in one fell swoop.
I'm not having a hard time beating him really, for every 5 runs I usually win 2, draw 2 and lose once. I was just hoping maybe there was some trick to getting that card...guess not.
only 2 NPCs I have yet to win against and one of those is due to being locked out due to ixal reputation. the other being Rowena because the random rule just outright sucks

Yeah, with careful placement Elmer falls to the starter hand at a really high rate. When you just want to farm tokens I'd take an all beastman (sylph and the four named beastmen) hand to the Indolent Imperial. It's easier to abuse the ascending rule than it is plus, the remember that nothing beats 10. Not even 11 or 12. I haven't found all the NPCs you could play against yet but at present the only one that really ruffles me is Landenel in South Shroud...
