At Urth's gift SB stuff in the iL 45 - 55 range. About q 10% chance of IVs.

iL 70 has about q 25% chance of IVs, but you need to SB that in the Coil.

iL 90 has an even better chance of IVs. No idea what it is though.

ilvl 90 is 90% chance. Syrcus tower runs and some of the HMs.

Aetheryte rings have the chance to turn into anything, including elemental. I've personally gotten Savage 4 from atheryte rings. As such, it's more efficient to bond those than use up two slots you won't be converting. +1 just isn't enough gain.
