Feast of Famine - Condition Verification

I recently came back to this game, and one of the first things I noticed (Much to my dismay) was a new fisher quest. Despite my better judgement, I decided I just had to complete Feast of Famine, and made it a priority, so much so that my Fishing Rod was my first Lucis get (I should have gone for GSM or Miner first).

I am, however, having some problems finishing this quest. I've spent well over 8 hours fishing for the required fish, and I have so far gotten four bites (3 Neptos [One Get] and 1 Namitaro [Escaped]). I have been unable to complete even a single Canavan chain, and I haven't even seen a Clear>Blizzard in Coerthas.

Before I continued, I just wanted to verify that the information I'm working on is accurate, and that its just RNG dicking with me, not a Google-Fu error on my part.

Here's my Gear/Stats (Maxed, as far as I know):

And here's the collected data I've been working on:

The above sheet is open to edits. Please feel free to correct it.

So, is the information I'm working on accurate, or have I been burning time? I'm also open to any suggestions.

    Thank you!

UPDATE: Up to Five bites, losing another Namitaro.

Also, I did have to eat food to get the Nepto, and I'm eating it for the Shonisaurus (HQ Spinach Quiche, which is probably a bit much, but I have a bunch of it so why not).

    Some specific questions:

Am I using the best bait for the fishes?
Can I fish up a mooch chain before a weather/time condition, and sit on it until those conditions are met, or is the cast results tallied upon getting the fish, not when you recast?
