The ones who do it the most successfully actually give players the tools to be able to combat it.
Like WoW is mentioned you can right-click a name and poof.. no more shit from them. They also dont have blacklist limits, which is a problem here.
Edit: also with Blizzard, if I'm not mistaken someone made an add-on that could filter private messages where if they resembled spam the add-on would dump the message.
EvE Online last time I played didn't really have a big RMT problem, at least not where they harassed the players but they have a very strong player economy and they sell plex (game time) which is in turn sold on the player market for in game currency. This essentially makes it legal to 'buy currency' as long as it's done through this method, which essentially takes the market away from the RMT companies to an extent.
Most other MMOs now you're not going to see it because they're really not successful enough to warrant an RMT company to go all out. So in some sense the heavy presence of RMT here is a good thing, it signifies that the game is doing well enough to have pests.
I've also played a couple of MMOs that had volunteer 'game-guides' that had some moderator privileges and could at least mute the spammers.
I also think SE doesn't have very good filters in regards to third party software because pretty much all of these spammers are bots, which means they're using software to spam tells everywhere. So that's one thing they could do that might help a lot.
They also need a report function straight from the chat window that should blacklist the account (not the character, the account) and of course lift the limit of names that can go into the blacklist to UNLIMITED Or send blacklisted names that generate from this report feature to another list entirely that is UNLIMITED

I wonder how Blizzard deals with it, I played WoW for years and never had problems with RMT.

Spam tells are annoying, but look what WoW dealt with in the past. RMT made a ton of accounts, put them all in the most populated hub areas and would spell out their URL in dead bodies. I wonder when FFXIV will get this. Wish I could show, but ToS and all. Just Google it.
In Star Wars Galaxies, they gave a select few privelages to silent the spammers, in EQ2 and WoW they have a way for players to buy gil from them instead of the gold sellers, thus driving away their business.

Seems RMT has started a war.. The amount of spamming has steadily increased over the last few months. It seems they are getting even more blazen. I kid you not, I logged on last night. Not standing in Ul market 5 minutes.. I got about 10 /tells and than slapped and /blacklisted a shout spammer who just warps into the market and out. Most of the time now I just put busy status on right away and blacklist the shouters asap. But I can see how this can ruin new players enjoyment of the game.. fix it SE

There isn't much XIV can do about it. The problem with any mass solution comes in identifying what's an RMT and what isn't, and im sure SOMEBODY would find a way to make a huge deal out of whatever would-be filters they'd create in the process. And then, the RMT people are still making new accounts, and new characters, and spamming with bots.
And, just think -- every one successful RMT transaction can likely pay for another account for RMT purposes, which translates to another 40 spambots across the entire game. And if any of those are successful, here comes another 40...
