Check around or online for the level 40 GC Leve NPC. I want to say that there is one for every 5 levels.
I believe guildhests give them too? Make sure you're up to date on those?
/shrug, kinda awkward that you can't turn in old gear until you are max rank.
You can also do fates to both level and get seals.
Dont forget daily Dury Roulette Guildhest and if your rank high enough all kinds of hand ins to your GC (for crafting classes one at about recent level of that craft also giving nice XP and the gear hand ins aka expert delivery.... farm dungeons for all green and pink gear and hand it in for seals).
Iirc also in challenge log (unlocked in Limsa) there is some challenge giving you free seals.

I'm doing quite a few fates on my Bard while queued for a dungeon. Gives nice XP and a truckload of seals.![]()

Don't forget your GC hunting log, it's worth a lot of seals. You can also do supply and provisioning missions at the GC HQ. I level crafting with them and it also boosts my seals. Good luck!
Hunting log, challenges, and the daily turn-ins. Pick up all the crafting classes if you haven't already, up until level 20 or so you can make all the turn-in items just using vendor materials so it's an easy way of earning seals and crafting XP. Also, turning in HQ items gives you double XP and seals, and if you do that on a turnin which is already the daily bonus (highlighted in orange and has a star next to it) you get an insane amount of XP.
