It be better if you make a "Level sync" System like FFXI then allowing players to PL to help them catch up to them. This would make players want to party together then just making everyone solo and have a "Powerlevel" with them. Even if you are not force to use a PL. All your linkshell and friend would be doing this because it's the fastest and quickest way to max level. Which then mean it a race to max level and that idea does not bring party play.
What i'm requesting is a "Level sync" like FFXI where a rank 50 would be sync down to your friend level. Which then mean people can look for people at any level above someone to party with them. Rank 20 ---> 25,30,35,36,40,50,45 the rank 50 would be a friend from any of the rank below him just there to help out not really looking for reward. He still can get crystal, shards or item reward drop so he still be getting something out of it.
So please SE reconsider i know this system would take time to add. but it's better and still allow other to party together and help there friend without getting them 1-50 the fastest and quickest way which is power leveling.
Like Yoshida said, there is a r50 willing to spend his time killing crap mobs so a r5 friend levels up faster. There's nothing wrong with that.
Short version: If you don't want to power level others or be power leveled by others just don't do it.
