All the call centers I've worked for, the attachments are usually stripped from emails.
That said, they could just change the reporting mechanic so that it creates a screenshot, or records a 10 second video to upload when the report function is triggered. The game client already has the ability to create a screenshot.

There are some companies that do not allow attachments, such as banks and credit card companies for example. However Blizzard and NCSoft take attachments (Although unless its GW or GW2, NCSoft LOL's and trashes it) when you report cheating.
