Honestly the chat spam doesn't bother me at all. I'm VERY good at ignoring things that i don't care about. To be honest i don't even understand how it bothers people so damned much unless you are constantly looking at your chat bar? I dunno....anyway I will add my suggestion. I'm not reading 100+ pages so maybe it's been said, but how about simply making it so you can't send tells until you are lvl 20-25ish or so "other games do this and it works well". It won't get rid of the problem because honestly you will NEVER get rid of the problem unless you completely remove gold AND the auction house from the game "which as we all know will never happen". However this will at least slow the tells down tremendously. Asking for anything else is pretty much futile. All the forum rage in the world won't stop them.
