You're probably referring to Castrum and Praetorium... I agree on what's been said. The other players should not lock you out, at least from boss, when you're into a cutscene.

However, you need to know, in those 2 dungeons, the fights keep being fought, even when you watch the cutscenes. If it's just one player, no problem. The others can handle the lack of one to keep fighting. If healers or tanks are new and take their time to watch while the dps are getting massacred, yes there's a problem. And it's not your fault, nor is it the ones' who kept fighting for their lives.
Very often, I will be in a team where more than half of the players are watching the cutscenes. When it's both the tanks and the other healer, you can only imagine how it feels to try to keep a few dps alive when 20 or 25 enemies are jumping all over the place.

    A few leads :
As someone mentionned, the solution is simple. Skip the scenes, and watch them later.
You ran the dungeon, so this is for other players who'll be playing castrum in the future : ask your fellow NOT to click the switch during fights. This will avoid interruption in fighting.
For praetorium : There's not much you can do to be in time for boss if some of the tanks decided to speedrun. But at least, not to get lost and find your way, always mention you're new. There will often be someone nice enough to wait for you. Praetorium is easily solo-healable, solo tankable, and the lack of one dps won't have too much of an impact in fights.
