However if you want to see the events unfold before you in glorious cutscene dialogue you'll probably have to level up Dragoon to 50 to see the events. But if you are bored and want a good story the Dragoon's story is actually really good, and it does touch a bit on Ishgard and the way the city-state is run.
Well it may be possible for future storys for Job NPCs to be involved in MSQ but only if they have a type of strong relation to that MSQ events. Estinien appearance in 2.5 Part 2 MSQ fits into both Ishgard and his lore since he is the former Azure Dragoon before he turned against Ishgard.
