Everything in game is going to be useless in 3 months when the level cap gets raised so why not let people get their jobs to ilvl 130 so they can have the best chance at doing well in the new content.
you wont need ilvl 130 to do well in heavensward ilvl 100+ will do fine when leveling to 60 no other mmo has required a high gear level to do well in a expansion
