No. I can't find the site where I read it. But, it specifically stated that the Encrypted Tomestone would be added to "The Gift of Archmagus" quest reward options. Or something like that. If I find it, I'll update this post.

It wouldn't really make sense for them not to add it to that quest since Carbontwine and Carboncoat are exclusively obtained through that quest. It's not really comparable to what they did with Sands/Oils/UATs in ST because there was no such weekly quest available yet. I'd be shocked if it was a loot drop.
