Who is that.....mindflayer, and why were the Lambs of Dalamud trying to revive/awaken/summon him? And why does he have a spire outside the Tam-tara Deepcroft? (none of the NPCs ever made this clear)

From what I understand, Galvanth was a king of Gelmorra (the underground elezen city that existed prior to the founding of Gridania) - the Tam-tara Deepcroft was actually a Gelmorran necropolis that Gridania continued to use after Gelmorra's abandonment. Naturally, in life he wasn't a mindflayer (in most likelihood, he would have been elezen), that was just a corrupted form that the Lambs of Dalamud bore his spirit into as part of their ritual.
As for why the Lambs of Dalamud were seeking to revive him, that's anyone's guess - it could be a misguided attempt to try and 'bring Dalamud back', but I think one of the Loremasters here like Noloe or Moose would know far more than what I do.

Given that the Lambs of Dalamud use (or is it the other way around?) voidsents to do their dirty work, it's not hard to put two and two together, and conclude that the Galvanth we face is the corpse of the original one, possessed by a strong Mindflyer.
If I remember correctly, the Lambs of Dalamud started dabbling in dark magicks with hopes of obtaining the power to take vengeance on the societies that stopped Dalamud's return. This eventually got sidetracked into what was basically a void-outreach program, calling forth anything that promised them more power (which, if you know voidsent, was all of them, because they'd say anything to get to a world made of snacks and entertainment).

Also, based on Eddas notes, you need a strong body as a host for a strong...voidsent.
Being a King and with the moniker "Dominator" was probably enough reason for them to try to revive him.
Maybe he was one of the founding members of Gridania (abdicated and convinced others to live in the surface under a new government) before his death and that's why he earned a spire, despite being a Gelmorran King
