Cross playing on PS4 and PC

So, I have this friend who is willing to buy the game, and he's really enjoying to play the trial on PS4, but sometimes he would only have a PC available to play. Is is possible to play with the same account on both platforms?

If yes, what will he need to buy (both games for PC and PS4 versions and pay 2 monthly fees?)

Yes he can.

He needs to buy the game for PC and PS4 but will only need one account (and one monthly fee).

As SecretCrowds mentioned, he'd have to buy both versions, but each of those purchases comes with 30 days of gametime, so he'd have 60 days before needing to pay additional subscription fees. And then, yes, it's one fee for the account, regardless of how many platforms it includes.

One other thing to keep in mind is that although characters are stored on SE's servers and so are available from any platform on that account, some things, like Gear Sets, macros, hotbar setup, and a few others are stored locally on each client machine. Those would have to be created (and kept up to date with changes) separately on each platform. That can make alternating between platforms rather annoying.
