Have you bought the game and started the 30 days that come with purchase? Or are you doing the 14 day Free Trial?

If you're on the 14 day trial, that's why you don't have it available yet. You need to buy the game so you're on the full version, then you'll get the option to add the recruitment code. It's anytime after purchase but before extending the subscription beyond the 30 days that comes with the purchase. (And yeah, the website explaining the Recruit A Friend program doesn't explain that like it should.)
